User Deployment - Not in sync with SKP Users

We noticed that users listed in ADMM -> Administer -> Security -> User Deployments are not updated UNLESS new SKP user clicks on Migrate button.

We need to identify list of users who don't have any deployments assigned via SQL. Is there a way to get the list of users that are NOT listed in 'User Deployment', as user may not have clicked on Migrate app. We have a need to develop a system report to provide it to business team for follow-up.

Similarly, in my case I set up a user in SKP, and I want to immediately add them to the proper security group in Migrate. But I can’t do this until they log in for the first time, and click Migrate, which creates their user within Migrate.

When they perform this action, nothing is visible to them initially because they aren’t a member of a security group yet. So they ping me and say something isn’t working, I can’t see anything. THEN I can go in and add them to a security group.

This is clunky, complicated, and is a bad first impression when the business users have to jump through these hoops/encounter these roadblocks. When I create an SKP user it should automatically flow into the creation of a Migrate user without the requirement for the person to log in.

I am not aware of such workflow which will suffice this requirement.@John Munkberg your thought on this?
